Failures at Every Level: Inquiry into Botched Insulation Scheme

Recent revelations have exposed significant failings at every level of government regarding a flawed insulation scheme, affecting thousands of homes across the UK. According to the National Audit Office (NAO), nearly all of the 23,000 households that received external wall insulation under two government initiatives face potential damp and mold issues if the problems are not addressed.

Key Findings from the National Audit Office:

Damp and Mold Risk: A staggering 98% of the homes with external wall insulation may develop serious damp and mold problems.
Health & Safety Concerns: Hundreds of homeowners’ health and safety have been jeopardized due to inadequate insulation installation.
Broader Impact: About one-third of residences with internal insulation under the ECO4 scheme and the Great British Insulation Scheme are also affected.

Over the past two decades, the government has invested billions into insulating more than three million homes via various initiatives. During a recent session of the Public Accounts Committee, Jeremy Pocklington, the senior civil servant at the Department for Energy Security and Net Zero, acknowledged the failures as “unacceptable” and indicated that the department did not provide adequate oversight of the schemes.

Chair’s Remarks: Sir Geoffrey Clifton-Brown, chair of the committee, labeled the NAO report as the worst he has encountered in 12 years, accusing the department of negligence.
Systemic Issues: MP Rupert Lowe described the situation as a systemic failure within the government department, a sentiment Mr. Pocklington acknowledged.
Government’s Position: Despite the widespread problems, Mr. Pocklington emphasized that current focus was on addressing issues from the two schemes initiated since 2022, leaving many previously affected homeowners without support.

Mr. Pocklington attributed some oversight issues to the pressures of responding to the COVID pandemic and escalating energy prices due to the conflict in Ukraine. When pressed on whether the government would take responsibility for impacted homeowners, he stated that ensuring the effective operation of these schemes and consumer protection systems remains a top priority.

This ongoing investigation underscores the urgent need for improved oversight and accountability to prevent further failures in home insulation initiatives and protect homeowners’ well-being.
